School Numbers Declining

This morning’s Davis Enterprise has an article on the declining enrollment numbers among area schools. Of particular interest is this quote:
Roughly 40 percent of California school districts are experiencing declining enrollment.
The article blames declining enrollment on fewer new homes being built and lower birth rates.
Apparently it doesn’t occur to the writer that maybe enrollment numbers [...]
